As a general rule we're a little skittish about public-private partnerships, which are generally just a fancy term for tax breaks. But in this case it looks like the folks of Odessa have done well. In exchange for a modest tax loss the community is picking up construction work and 28 permanent jobs. Given that this marks the fourth expansion that Cargill Kitchen Solutions has made at the Odessa facility, it would seem the company is committed to the community for the long haul. And committing to a company that is committed to your community is usually a wise move.
