The company said then the planned expansion by JBS USA would have helped alleviate odors coming from the facility. The zoning board approved the expansion, but not until after fining the company almost $100,000 for odor and other violations. That approval also necessitated that the company cap the number of pigs it slaughtered and required regular city inspections.
