The issue here, apparently, was that Illinois was unwilling to come up with a tax incentive for ADM. Kentucky, on the other hand, offered $5.2 million. After incurring the cost of moving headquarters to Chicago - and there were no incentives offered for that move either - it's understandable why ADM would pick a different and more accommodating location this time around.
